Computer Not Running At Full Potential

So as the title says, i don't think my computer is running as good as it should. When i try to play even the most basic games the game lags and is unplayable, when i'm watching HD Movies it also lags. Any help would be appreciated

My Spec:
Operating System: Windows 10 Pro 64Bit

MotherBoard: ASRock Z87 Extreme3

CPU: Intel Core I7 4770

GPU/Graphics card: AMD Radeon R9 290 947MHz 4GB

RAM: 16GB DDR3

PSU: Corsair RM850

OS Hardrive: Samsung SSD 840 EVO 120GB

5 x External Hardrives

78C is totally normal and 100% usage means it's using the full potential of the GPU which is also good.

Brilliant. Last question for you, everytime I turn off my computer I need to plug out all USBs to get it to turn back on. Is this a case of the psu not being powerful enough?

I don't think so, USB energy consumption is really low, the computer doesn't boot at all?

Doesn't even switch on but when I plug them out it switches on

First time I heard such issue for real, dunno what could it be.

@ema21del9 not to worry. My main problem is fixed now and I'm not too worried about the turning on issue. Thank you for your help and time and everyone else who commented on this thread, really appreciate the help
