Computer not switching on

When ever i switch on my computer, my ups gives a beep and switches off and again switches on and off ... . Sometimes motherboard switches on but display won't show up.
 
Solution
Since you replaced UPS battery since it was new 4 yrs ago, I'd lean towards the low grade PSU then. Have you tried bypassing the UPS all together to see what happens. It could all be the type of PSU and UPS you have. If your PSU has Active PFC, cheaper UPS units don't play nice with them as they're designed for "Pure Sine" units.

PSU is a low grade one which I bought to run an old motherboard, and the psu is new one too. And the UPS is almost more than 4 year old and I changed the battery of it too.
