computer not working

I have an old Pentium 4 PC that I wanted to use as a Linux machine.
It has a Transcend 512 MB DDR400 DIMM RAM module, and I purchased the RAM module just a year ago, so I dont really think it could be the problem.
Then there's a Seagate Barracude 7200 RPM 80 GB Ultra ATA drive.
And the motherboards an Intel D101GGC.
It has been a few months since I last used it, but just yesterday, I started it, and then, the moment I plugged it into the wall socket, the PSU turned on along with the CPU fan, but there was no beep. Earlier, whenever it would turn on, there would be a beep, a single beep, for about a second, but this time, there was nothing, and the monitor also did not turn on, like, it remained in standby.
I tried shorting the PSU with the green and black technique, and the PSU turned on.
I haven't tried anything else yet, but what could it possibly be? I need help here.
And I do know I posted it in the wrong section, but I did not find anywhere else where this would fit.
 
It could be your motherboard or your CPU that happened to my old emachine so I bought a new power supply and it still didn't work then I replaced the ram and still didn't work and finally turned out it was my motherboard.
What you can try is to move the ram in a different slot and if that dosent work it is probably your motherboard or your CPU.
 
I was considering tinycore linux or a minified version of debian.
I am doing some more tests like RAM in different slot and cpu unplugged, and will report the results soon
 
I just reset the cmos jumper, the cmos battery was out for around 26 hours, and with no RAM or HDD, there is a bit of a different result, earlier, the computer would start automatically, now I need to press the power button, no beep yet, and also, once started, I can only turn it off by disconnecting it from the wall socket or turning the socket switch off.
 
With RAM in one slot, same old response, power button required, no beep, once on, no way to turn off, but when I put it into the second slot, it again starts up automatically like before, but no beep again.
