Computer not working

Hey guys quick question. I just finished buying a custom computer and as I got done putting it together and turning it on my computer would start then wait a couple seconds to turn off and then try again does anyone know why this is happening?

1 tb brand new,1tb used with windows 10 and 250 GB old and shitty

2 8gig ddr4 ram sticks 2400mh

Geforce gtx 1050 ti

H110M-S2H-GSM gigabyte motherboard

I7 7700K processor

Evo 212 cooling

Never heard of your PSU brand, and chances are that is the issue. Also 950 watts is way way way overkill. You would be fine with a 550 or 600 watt. Use this for quality reference

We'll I dont want to just get rid of it and buy another one. Is there any way I can determine for sure that's the problem?

You can try an borrow someones PSU and see if that solves the issue, but Im telling you that your PSU is a low quality PSU that I wouldnt ever put in a rig.
