Computer only stays on for a few seconds

Hey,

So I gave my old pc components to my brother and today we put them back together to give it a try. PC boots up for about 3 seconds before it turns off. Also, you can only turn it on using the I/O switch. Kinda baffled, and hoping it's not a cpu or motherboard issue. The parts I gave him are about 4 years old.

Setup:
Old parts that I gave him (maybe damaged in the move?):

ASROCK motherboard
Quad core AMD CPU @3.4 ghz
R7 260x gpu (tried disconnecting it, same results)
8gb Ram, not sure the manufacturer

New:
500w corsair psu
SanDisk ssd (tried disconnecting, same results)
Apevia case


I remember in the past my cpu got pretty hot, maybe that fried it? But before I gave it the parts to him, the pc worked. So I'm baffled, sadly.

Any help is much appreciated!
 


I didn't think I did, but I suppose it's a possibility. One of the capacitors looked a little bent. Could've gotten jostled around in the move. Not sure what tighten the cooler means?

 


If you installed your own heatsink/cooler, screwing it down too tightly can bend pins, interrupt the memory controller etc. Am assuming you have something cooling your CPU socket? Bent capacitors can cause shortages, and it depends where it is on the mobo as to what it may be disrupting.

 
I didn't wear a wrist strap, but I did touch the case occasionally to ground myself. Not sure what my brother did before we put the pc together though. How easily is it damaged by static? I also did not hear any beeping noises. Just shut off.

Also, I doubt it is the cpu fan. I just have the stock blower on there right now, and it has never come off since the initial building years ago.
