I’ve had my computer built for awhile and I was recently cleaning it/putting in a new gpu. I finished this a couple days ago and I haven’t had problems till today. I saw that my cpu usage was high and my computer was recognizing 4gb of ram and not 8 so I opened up my pc and made sure they were in properly. I then try to turn on my pc, all the lights come on fans spin etc. then it turns off and repeats this process without me doing anything.

Also I don’t think it’s the power supply, I just installed it with my gpu.

Try with all ram removed. Then try with just each individual ram stick. Don't know about your specific case, but there are a few setups where a 550W supply won't be enough...and this would possibly cause those symptoms. Try with no video card and the hard drive data cable removed (so it won't boot and will only go to basic setup waiting for a boot device), then add the video card back in if it doesn't power cycle.
