Computer problem while running High end games

So I built a pc over a month ago. Everything worked fine, I could run League Of Legends, SFV, DBFZ and other games that weren't triple A titles. I started playing fortnite and it was fine but if i had my settings on high it would freeze. I could still use my computer tho. Like alt tabbing and ending the task, but my screen would flicker and then say "no signal found" did it with the display port and the HDMI. It really bothered me. now same thing it's doing it with Conan Exiles and Black Ops 4 even tho on sites it says I should run the games even at minimun requirements.

My specs
I5 6600k
Msi armor 580 x
Msi z270 sli plus mobo
450 W bronze evga power supply
Monitor Asus MG248QR

And I get it, it's not a super high end computer but I should be able to run the games. It's not an overheating issue because if it was im pretty sure my computer would have to shut off my core temps are usually around 40s- 50s don't even reach 55 when I og ot afterbuner it says 75 (When I'm running black ops 4) idle its usually around 45 to 39,
Already changed my power settings to high performance still no go
Already uninstalled my graphics drivers using ddu and reinstalled them and still no go.

Also I notice the screen tearing a bit last time I played bo4 i saw a lot of pixels like if i punch the screen and the graphics were uneven it was a first for me.
 
While playing games what's the usage % of CPU and GPU?

Your PSU might not be able to provide enough power to the GPU when on high load.
Your system under load could draw 395W to 415W and your PSU could deliver 420W on the 12+ rail, which is used by the GPU and CPU.
A 500W PSU is the minimum required for the RX 580.

also i noticed that after the game freezes for 10 secs my computer works then it stops flickers the screen as if im changing to another port and then goes back to normal.

I would not have paired a 580 with a 450W bronze PSU. Depending on model, the 580 uses at least 180W, and some go over 200W. This means basically 50% of your output is going just to the GPU. You add in 65W+ CPU and the rest of the system and there just isn't enough power left to safely power your system. I'm guessing the odd visual things you are seeing is due to your GPU not getting the power it needs. Replacing with a better PSU should be your fix.
 
I think your system stutters when the GPU requires power that is not getting.
MSI Afterburner could OSD (On-Screen-Display) GPU usage in real time while gaming.
You also could use Tasks Manager on Windows (version 1709 and up) to monitor GPU usage.
See if the issue appears when both, the GPU and CPU are above 80% usage.
If it does then you need to replace that PSU.

Sorry or late reply, i noticed on task manager that my cpu goes all the way to 98% sometimes even reaching 100% but then lowers to 80% on my gpu it uses 31% to 35% of usage. I can never get the right number since it always lowers when i alt tab to check but for a second i see the right number.
 
The Intel i5 6600k and the RX 580 can work very well together.
I see your CPU is able to hit 3.9GHz (Max Turbo Frequency), so something (I think power) is keeping your GPU from reaching its potential.
I suggest you get a reliable 500-550W PSU.

try OCing your CPU and CPU by undervolting..

EX:
my 1050ti is running 1860mhz @0.950v / 1898 @1.043 (still testing the 1.050v realm)
my CPU runs at x33 @1.2v / x37 @1.3v (i cant get any lower with it)

this might help your PC draw power efficiently.. and you get lower temp to boot!
if still fails.. buy new efficient PSU.. don't risk burning your RIG..
this site have PSU list.. do check that out.. :D

My gpu is oc cuz it came like that I bought it used. idk about my cpu but how do you undervolt it? do you do it in the bios or can i do it in afterburner?

So I think i might just take everyone's opinion on switching my power supply, some people say gpu takes a lot of power and my cpu takes about 95/105 w

CPU - AMD overdrive for AMD / i forgot what was for INTEL... kek..

but really.. you should get new PSU..
upon looking at your specs deeper (with some deep maths).. you are kinda underpowered.. specially if both of your CPU and GPU hit those boost..
