I've had this question bouncing around in my head which annoys me....

I've been wanting to build a "New" to me PC, Could I build/source a i9 12900k + RTX 3090 Ti (EVGA FTW3 Ultra Gaming) PC but I wasnt't sure if I should build it with a ~$2,850 budget (New) or go find a used one then swap out what I wanted and sell what I don't need...

I was going to build a i7 12700k + RTX 3080 Ti (EVGA FTW3 Ultra Gaming) But I am constantly wanting to swap between the 12700k and or the 12900k (but wasn't sure if I could fit a 12900k + RTX 3090 Ti (EVGA FTW3 Ultra Gaming) into my budget, also the 3090 Ti would be bought (Used) since trying to source a Mint/BNIB/Like New one will be a challenge/pain.... Same with the 3080 Ti, Same brand (EVGA FTW3 Ultra Gaming)

I know I could build a brand new PC (i7 13700k + RTX 4080) But I rather take the older hardware instead of the newer hardware...

Yes.... most of that is true, but I just wanted some advice on which CPU on should go for in the PC I want... Couldn't decide between the 12700k or the 12900k? So I came here looking for "honest" advice, I would go ask on reddit, but I know that website tends too be full of trolls...
As far as I can see, there isn't a whole lot of difference between those 2.
Pick one and move on.

Btw build looks good and doesn't need component change. All components are of good quality.

I opened up my PCPP List, forgot to mention it

Only problem is trying to get the LGA 1700 Kit for the AIO, Corsair tends to be real "finicky" when it comes to usernames & passwords.... (At-least for me)

All though I do see that Amazon and Best Buy sell the LGA 1700 Retrofit Kit that I need, but I can't find it on the websites

I did realize I was missing some fans so I went to update the build, and added some for the AIO Radiator (Updated) 12900k PC

To weigh in on the used vs new decision: always a gamble to buy used. Most people are honest and will tell you if there's something wrong with the parts, but someone will have spilled coffee on their system, dried it, and sold it off as a "used but nothing wrong" item. I bought an open box motherboard for my current build: seemingly ok except when turning it on, it would try to boot, restart once and then boot successfully. Ignoring that was probably a bad decision, as the board failed in around 2 years. Not new, so no RMA. That was some expensive savings.

What gpu are you looking to get and what price are you figuring to pay for said gpu?
The EVGA FTW3 Ultra Gaming RTX 3090 Ti, was the GPU I was aiming for, I could look into an ASUS ROG Strix 3090 Ti But I really wanted the EVGA GPU since they (EVGA) doesn't make GPUs anymore...

As for price, I was hoping to find one for around ~$800-$1,000 for the GPU, Hopefully?

Also I was looking to get x2 1440p Monitors too, my 1080p monitors are ok, but I really want to upgrade

You can do better with your budget. Split the cost of that card and say you get a used 3090 Ti for $900 which makes the total cost of your build $2600 for old tech including DDR4, less performance and uses more power. The $800 RTX 4070 Ti gets one less FPS on average vs the RTX 3090 Ti at 1440P using way less wattage not to mention that unlike the older generation 30XX series cards, the 40XX cards support DLSS3.

Currently, that specific EVGA RTX 3090 Ti goes for $1200+ on Ebay,

(Scroll down until $1220 mark, to start seeing the RTX 3090 Tis.)

So, for 800-1000 bucks, i don't think you'll find one.

Well, I have thought about getting an ASUS 4080 as a backup incase of the 3090 Ti doesn't work out, But I have thought about a 3080 Ti (Same Make as the 3090 Ti) if that doesn't wotk out... But can an RTX 4080 (ASUS) fit into my budget and still play nice with a 12900k?

Unless I've missing something, if you live in the USA then your budget $2,850 should be quite sufficient. I would actually look at the 4080 and not the older 30 series cards. The below is a tiny bit over your budget but does get you DDR5 6000. I couldn't see the Asus Tuf 4080 on Amazon, however it's available for $1,400 directly from Newegg so it would still be the GPU I would go for. The 4080 would work well with a 12900K. You mentioned undervolting in an earlier post. I would highly recommend doing this, Alder Lake seems to respond quite well to it and it takes some of the heat and power consumption away.

Any guides for successfully under-volting the 12th Gen i7s and 12th Gen i9s?

I saw one from Jayztwocentz, but I wanted an in depth guide showing step by step on how to undervolt Both CPU and GPU

I also plan to stay with DDR4 will be cheaper, than DDR5 and more available

You have $300 in case fans and AIO alone included in your build and you are telling us that DDR5 is too expensive and not readily available?

To be honest I did title this post of how a troll would, thinking I could get a deal of something used and save money, But I was just looking for honest advice on which CPU to go for my new main PC.... Couldn't decide between a 12700k or a 12900k? But I honestly I would rather go buy all new parts, least then I'll have a warranty/RMA window just incase something craps out

But I did like this build: 12900k + RTX 4080 (ASUS TUF)

Plus that ASUS TUF RTX 4080 seemed temping over the Used EVGA RTX 3090 Ti

Buying used is good cuz you can find a very nice deal and later you can sell it if you want for almost the price you paid, you "lose" less money when you sell it.
I like buying used but its always budget pcs, never bought something that expensive.
Its a hard question, depends on many things.
