Computer reboots in post

Hello, computer starts up loading normally then it goes to windows did not successfully shutdown or start up something like that, then it goes black and repeats going back to the loading bar. I'm not a computer expert so honestly i have no clue what's going on but i did notice the cd-drive makes a weird noise everytime it goes back to the loading screen then after like 5 reloading of the same screen it beeps 1 long then 3shor

That usually means you've passed the POST (power on self test) successfully and are about to start up Windows.
Can you boot into Windows Safe Mode? Keep pressing F8 while you power on and at the Advanced Boot Options menu choose Safe Mode.

i removed a usb device and now my computer seems to work fine, is it possible the usb device was broken in a way?

Either the device or the USB port itself could have been the problem.

It could also have been a missing software driver needed for the USB device.
