So, i'm assuming you mean Windows 7....
For starters, what kind of game are you playing? Most system intensive games don't like it when you run other programs too.
Also, check task manager, see if there are any programs or services that are eating up CPU cycles
Is it only slow in games? or when you are browsing the web, ect.

Yeah sorry Windows 7, Well when I'm playing World of Warcraft I have major issues' whenever I open anything else, but I seem to be getting issues' in League Of Legends even when all background applications are closed, I always go into task manager and end any un-needed processes before I play games, also have checked all my drivers are up to date, ran CCCleaner, ran disk defrag etc, still no performance increases. Done multiple full virus scans with different software no problems there.

what exactly are your issues?
If you run FRAPS are you getting low frame rates, is it stuttering, tearing, ect.?
In Nvidia's software suite, is the ability to auto select game settings for best performance.
Try tweaking those things to see if there is a difference.
If you have your CPU or GPU overclocked undo that until your issues are solved.
Have you checked your temps to see if they are getting too high?

Regardless of settings in game things don't change, dont run any recording software.
My CPU is running at around 90 Degrees Celsius, My GPU Core is running at 29 Degrees Celsius, don't know if those are high or not.

My exact issue is that I get several FPS spikes in game when I'm multi tasking and also get FPS spikes at random times while playing certian games (League of Legends)

Most computers actually run slow because of a hidden part of your system, which is constantly being used by Windows. This part of your PC is called the "registry" and is the central database for Windows, which stores everything from your latest emails to your desktop wallpaper. It's one of the most important parts of Windows and can easily make your PC run slow. The more corrupt registry files your computer has, the more it struggles to read them. The files which makes it run slower and slower. To fix this, you simply need to use a reliable like am using Reginout since 2011. This is the program which actually work by scanning through the registry and fixing any bad files that are in there. Then allows Windows to read as many files as it wants, when it wants to.
