Computer starts but does not boot

Hi, got a big problem here and need your help to solve it.

Computer Specifications:
Motherboard: ECS Elitegroup 671T-M
CPU: Intel Core 2 Quad
Memory: DDR2 667 -> 2 GB OCZ Ram (2 x 1GB)
Graphics: GeForce 6800GT

Problem:
Computer starts but does not show any display. I know it starts, because all fans are working fine. Process light is blinking; however, the "power light" does not turn on. The CPU is not heating up. I took off rams, but there is no sound from the motherboard. Connecting monitor cable directly to the motherboard instead of the video card also doesn't work.

Does anyone have any idea of what would be the problem?
I would really appreciate any help. I am desperate!

Sounded like your M/B is bad, My first M/B did the same same, and had to send it back to ECS in Ca, They had to replaces it.
You may want to double check it first as, #1-Make sure you're shock free (( ground yourself)). #2- CMOS clear it and or remove battery, 10sec to 3 minute., Replaces back to default/replaces battery back in,#3-Did you unplug n waited (( about 3 min.)) before you do anything elses as you said taken RAM out?#4-Did you double check of your plug into right position on to the board? Need some more details if any of above did meet or not, ok?

Oh, You got a quad Intel CPU, ECS got an confusing issue about how dealing with Memory and CPU same as for AMD AM2+ and AM3, You're going have to get some help of setting your M/B in it Bios Setup,as Intel Quad and also think your memory not meeting of it needing, It is 64 bit, right?, Think Quad needing atleast 4gb and 1066mhz. Could that be an issue?

Yeah, I also think my M/B is bad. But I was unsure because Fan was still running.
I did what you said, but it still doesn't work. I have been using this computer with same specs for 2 years. So, I don't think there is any problem with config.

I am asking this because their warranty policy looks complicated.

Don't want to upset the apple cart here but running fans doesn't indicate a good power supply, they don't require much juice. The power light not working, is this located on the motherboard? if so there may not be enough current to motherboard. Suggest you try another power supply then if confirmed ok then motherboard is suspect. Also if there is no speaker then the motherboard won't beep, not ever.

roonj is right. Running fans only only indicate that you have enough power to run the fans.

If your motherboard has a power LED on it and it is off, you have a PSU problem.

If you have a multimeter, you can check all the outputs. Yellow wires should be 12 volts, red 5 volts, orange 3.3 volts, blue wire -12 volts, purple wire is the always on 5 volt standby (this powers the motherboard LED). The tolerances should be +/- 5%. If not, the PSU is bad.

The gray wire is really important. It sends a control signal called something like "PowerOK" from the PSU to the motherboard. It should go from 0 volts to about 5 volts within a half second of pressing the case power switch. If you do not have this
signal, your computer will not boot.

I did try to change PSU, but that doesn't work either. 🙁
How do I check is motherboard is working fine or not?

Sorry of getting back late, Dec and Jan as not been good as Dealing with headaches from M/B, Memory, Hard drive, internet, and weather- electric.
Well, #1 ECS M/B was in new custom built. When I revcd it, setup it up,fire it up doing same issue that you have. I'd contacted the seller, We worked and double n triple everything double checking procedure hookup, taken out board, battery/cmos/ etc. Then he called in ECS USA in CA, tooked care of RMA for that M/B so ended up had to mailed it in. They replaces the M/B after they've rcvd n checked the bad M/B.
But now you mention of you had your for two year. Am I understanding that right?
Hmmm, That is going be close call and or chances of getting anything done for that board of your and also you sounded like you don't have an actual receipted (( where you bought it, Custom built, retails store or online)). That going be an issues of wasting of your time as knowing if that M/B is 2 yrs of age and suddening going be bad.
Got some choices for you you may like to check into since it 2 yrs, Bios Chip may be bad - two option, replaces or have it reprogramming. Check the power supply, Did you have that PC on power surge? Did you over clock it/over power?
Now it in depending any of above or your M/B being/ just gotten bad.
