Computer STOPPED booting, but has power

Title to clarify that this isn't a new build. I built this system some 8 months ago and it's been running fine ever since. I had some fan issues that I was sorting out; run of the mill, simple maintenance. I go to power on the system to check if everything was alright and well, suddenly nothing was alright. Literally all that I touched was fans, and now my computer won't start. I am kind of in awe. I unplugged them all(save cpu fan) and it still won't start.

It's gone through 3 different states; first it wouldn't respond to anything. I've kept turning the PSU on and off and I managed to get it powered once, but there was no output and I got a "00" q-code(Asus motherboard). Currently, the motherboard is powered and the onboard start lit up, though nothing else, and will even power an external drive I had plugged it, but when I try to turn it on it powers up for half a second and then stops.

Relevant specs:
Asus Maximus VI Hero
Intel 4770k
Seasonic SS-760XP2
8GB Gskill memory

Don't have dual bios so I can't check that but I'll try using the flashback later. I didn't even touch the bios so I don't think it'll matter. Unless the board just crapped out on me for no apparent reason the obvious guess would be the power supply... but given that it is outputting power I am skeptical. But also have no idea since this is my first build and I'm not familiar with typical failure symptoms. Though I must confess: a total of three times, the computer has shut down at random, and most people seem to relate this to a psu issue as well. If all I need is to get that replaced than I will be relieved...

Anyway, any help is appreciated. I now hate computer fans.
 
first off it might not be a failure but the mb and power supply are seeing a dead short in your rig and are staying off to protect it. do this bear bone the pc. take out the gpu and all ram but one ram stick and unplug all of the fans. if there onboard video port use it. if not see if the mb will power on. if it wont power on if your using an after market cpu fan..make sure your not crushing the cpu..if you are the system wont post and the cpu fault led will be on. the last trick is pulling the mb and seeing if there a short and clearing the cmos,

Tried it all and nothing. I pretty much rebuilt the whole system including removing the cpu.

I managed to get a hold of another power supply and now my board is consistently giving me a 00 q-code on start up. Meanwhile, my actually psu now seems to have died as it stopped responding to paper clip tests...

No idea what could be the problem beyond a dead MB. I was really hoping that wasn't it...
