Computer Stuck at Intel Screen

Sometimes when i boot my computer, it becomes stuck at boot screen. However, if mu shut down it from the mains and start it again, it starts to boot normally.
Also, please help me with another problem : Windows 10;Search and Cortana sometimes does not work.

Do you have any USB hubs plugged in? This can cause POST issues for some. The Cortana search is a Win10 bug, but I haven't seen this happen since earlier builds.

No bro nothing is plugged in except mouse and keyboard.

The Cortana search bug can be fixed(at least temporarily) by using task manager and ending cortana process. It will automatically start a new one. Tried swapping USB ports with your keyboard and mouse? Maybe try a CMOS clear.
