Computer stuck in power loop, doesn't pass POST

Hello all. I've decided to make this thread as I cannot find the answer to my problem anywhere. Here's what's happening:

A couple days ago, I decided to tear apart my desktop to clear it of dust. When I rebuilt it, I tried to boot it up and next thing I know, it won't pass the POST. I will turn it on, and the motherboard's lights just keep flashing like it's restarting each time, before it gets stuck, powers off, then turns itself back on and repeats the cycle. Here's the build:

Gigabyte GA-H270-HD3 rev 1.0
Intel Core i7-7700
2x8GB GSKILL Ripjaws 4
Asus GTX1070 8GB VRAM
Thermaltake 600W TR2-600NL2NC PSU
1x256GB Kingston SSD
1x750GB Western Digital HDD
2x1TB Western Digital HDD
1x500GB Toshiba HDD

When I turn it on, the CPU lights up then goes out really fast, like normal, but then it gets stuck on the DRAM light, for which it goes out and returns back to the CPU light a few times before being stuck. Here's what I've tried:
- Resetting the CMOS via the CMOS reset pins as well as removing and replacing CMOS battery
- Taking the MB out and running it out of the case, to diagnose a possible short
- Reseated ALL hardware multiple times
- Have tried all RAM slots
- Have tried running with nothing but the CPU and the stock CPU cooler, no avail

If it helps at all, before the boot process resets, I see the POST code 7F and then it repeats the process, but when it gets stuck, I get a reading of FF. Help is appreciated. Thanks.
