Specs:
gpu: asus r9 290
cpu: fx-8320x
mobo: msi 970 gaming
case: nzxt h230 with all 4 possible fans installed
psu: sentey metal blade 750w
cpu cooler: Noctua Dual Tower Cpu cooler

So I have had a problem of my computer thermal throttling in games for a long time now. Its not a huge deal because basically whenever I take the main panel off my case the temps go down and are fine, but first off having the panel off looks ugly and it lets in a lot of dust. So what happens is that my temps slowly ramp up till the cpu breaks 80c and throttles, and this is with all the case fans and cpu fan at max speed. This really sucks considering I got a pretty nice cooler for it and its still doing this. What I want to know is should I get a new case with better ventilation, or say screw it and switch to an intel processor because this cpu is pumping out way to much heat, or do something else, because its really starting to wear on me and I love my computer and don't really want to waste money on something that's not going to fix it. Thanks in advance for any advice you guys have!

I agree with Xeveron, it sounds like a problem with the cooling setup. Either the CPU cooler isn't mounted correctly, or the case fans are not oriented properly. Ideally, air should be flowing in through the front of the case, and out through the upper back. The R9 290 is also a rather power-hungry card, so if it's a model with a cooler that dumps the heat inside the case, you'll also want to make sure there's good air circulation around that. Maybe open up one or more of the PCI slot covers near it, and see if that helps. Also, if the interior of your case is really dusty, you'll want to clean that out with something like compressed air, since the dust can insulate your components and potentially cause them to overheat.
Its propably that your mobo's vrm cant handle the cpu which causes the throttling. You can place a fan above the vrm's for better cooling(there are many guides on the internet). Also you can clean you old paste and apply new.

Propably your air-flow isnt correct. Just try to fix it by mouting one of your fans in other configuration. Make sure that not every fan is mounted in the same type for example only push. Some of them must be push and some of them must by pull. Check it cuz maybe that is the easiest way to solve that problem. If that doesn't help maybe try apple the stock cooler with new thermal coupond and see what happens. Then apple your primary cooler. Think I help you a bit 😉
