Recently (as of yesterday) every time I close down my computer in hibernate mode, it boots right back up after 15 minutes. I've googled the issue and done everything it suggested (fast startup isn't on, ran power troubleshooter all it really did was modify my sleep timer and change my power plan to high performance) and my computer still decides to turn back on.
It doesn't happen if I shut down, but it happens with hibernate consistently after 15 minutes.
I also shut down my computer yesterday and switched it off and the hibernate issue still happened, so I don't think it's related to a long uptime.
I haven't changed anything in my settings recently to cause this so I'm very confused. I would appreciate any guidance on what to do.

Look in the bios for wake settings.
I am thinking you may have wake on lan activity as a default.
It's disabled and has never been on

powercfg -devicequery wake_armed results:

C:\WINDOWS\system32>powercfg -devicequery wake_armed
Realtek PCIe 2.5GbE Family Controller
HID-compliant mouse
HID Keyboard Device (001)
HID Keyboard Device (005)
NVIDIA USB Type-C Port Policy Controller
