Computer Turning On By A Mouse Click

Hello!
So my question is pretty straight forward. My computer after complete shut down from Windows turns back on by my mouse click. No keyboard strokes, and no mouse movement. Just a mouse click. I would like to ask whats causing this to happen and step by step solutions to fix this. Thanks!

My Build:
Motherboard: Asus P8Z77-V LK
CPU: Intel Core i7 3770k
RAM: Crucial Ballistix Sport 8GB
Power Supply: Corsair GS600 600 Watts
Hard Drive: Seagate Barracuda 1TB
Graphics Card: Gigabyte NVIDIA GeForce GTX 660
 
Also, after I shut down my PC, I usually turn off the power surge protector. When I turn it back on (the power surge protector), clicking the mouse does not turn on the PC. But if I shutdown my PC without turning off the power surge protector, by clicking the mouse, it turns on.
 


I went into the BIOS and went to advanced tab, however there was no option for disabling the keyboard. Also its the mouse thats turning on my PC not the keyboard. :/
 


I reset everything back to defaults in basic and advanced. It still does not show up.Since it is a BIOS setting it shouldnt be too much of a problem for my PC really? Because I usually shut off the power after i shut it down.
