Question computer turns into a black screen and the fans start speeding up and get very loud

So as the title says my computer gets very loud and the screen turns off, the pc is still on but it is not interactable and nothing is displayed on the screen and to overcome this crash I had to either hold my pc's off button or turn the wall plug that the power supply's plug of the pc was connected to off . I had this issue once when i was playing a game on 13th December, after 3 days I had this issue multiple times throughout the day during 16th of December, however during then i was not playing any games. In-fact I just turned my pc on and logged on and after 15 mins of just staying on the home screen the computer screens display turned black and the fans started going max speed and i should specify that I'm not sure which fans are going at max speed, that its either the cpu fans going at max speed or the GPU fans going at max speed or all of them.

I've had this pc for a while i built it myself, every component inside is 3 years old except my GPU which is new and recently bought around 3 -4 weeks ago, and during those 3-4 weeks there have been no issues.

To overcome the problem i have scanned files for viruses and there weren't any, i have updated the bios and that didn't fix it, i have uninstalled some software that i thought might be related but the crashes kept persisting. I have run sfc/scannow and it did find a corrupt file however the problem persists.

my specs:
GeForce RTX™ 4070 GAMING OC 12G
RYZEN 5 3600x AMD
VENGEANCE® LPX 16GB (2 x 8GB) DDR4 DRAM 3200MHz
MPG B550 GAMING PLUS Motherboard
Corsair CP-9020178-UK RM650x 80 PLUS Gold 650 W Fully Modular ATX Power Supply

I think those are the only relevant specs i should include i can add more if necessary, I'm typing on a laptop and I really dislike the small keyboard compared to my pc's.

what I think might be an issue:
my GPU may be related to the issue because i have a 650w psu and and apparently the recommended is higher , so maybe there is insufficient power provided. However, I don't think this would logically make sense because i was able to play heavy GPU games and CPU games for the past 3-4 weeks meaning more power must have been drawn to put the GPU under heavy load, however im also still open to the possibility of lack of power. Also the GPU is consuming 35-39w when I'm not playing a game and the CPU consumes 15-18w when im not playing a game.

I think if it is temps, it might be my CPU because i haven't replaced the thermal cooling paste in 3 years which is supposed to be replaced.

Maybe my GPU is faulty as its the only thing that has changed recently all the other components are 3 years old.

what I think might not be an issue:
Temperature because my temps when I'm not playing games is around 45-50 degrees for CPU and 30-31 degrees. The usage is 35-40% for the GPU ( I have wallpaper engine on two screens which may impact) and 7-9% for usage.

Welcome to the forums, newcomer!

Considering your GPU in the specs list above is brand new and your Ryzen processor doesn't have an iGPU, what discrete GPU were you on prior to the RTX 4070?

I see/assume your problem being two fold.
1| Your PSU is inadequate for the job, 3 years will cause a PSU's innards to degrade and reduce the effective power it can output.
2| You didn't use DDU to remove your former GPU's drivers, before you dropped in the new GPU.

Make and model of your case? Ambient room air temps? Number of fans in your case and their orientation?

previously my GPU was the RTX 2060

1.yeah the PSU is 3 years now, that could be a potential issue

2. I haven't used DDU to remove my former GPU drivers, in fact I haven't done anything to the old GPU drivers, I didn't realise that it would have an effect but yeah that may be an issue I'm not sure what to do about it

My case is a p400a Phanteks,

the room temps I actually dont know, I want to say average room temp but the only times it gets hot is when the pc is running some heavy game

I have 6 fans , 3 came with the case and the other 3 are extra fans which act as the exhaust, the case fans are the intakes

ALSO to edit, on the last paragraph when i said "Temperature because my temps when I'm not playing games is around 45-50 degrees for CPU and 30-31 degrees." i meant "Temperature because my temps when I'm not playing games is around 45-50 degrees for the CPU and 30-31 degrees for the GPU.

I also realised that when the crash occurs, that my browsers and I think my windows are actually still functioning but just not displayed on the screen, in fact when the crash occurs my monitor says "no signal" or something similar, however the only reason I'm drawing this conclusion is because after the crash my music kept playing through my headset and when I pressed a button on my keyboard to pause the music, the music actually paused, and I kept pressing that button to make sure it actually had an effect and it did, it was pausing and unpausing the music, so now I'm thinking it might be more of a GPU issue.
