computer turns off after 1 second of ooting it up

Okay so I built my computer phew months ago and started upgrading it bought my self a lovely new cpu cooler upon installing it and fitting everything back when I powered it up it didn't work and kept on powering down every second. I then tryed to find the fault by putting bare minium on the system outside the case. Still nothing I then bought a new power supply, motherboard and ram and tried the intel cpu cooler its not shorting on anything and it can only really be the cpu can anyone give me some advice ?? Thanks

Yes, quite a bit. CPU usually runs pretty cool too. I check every so often.
