Question Computer turns on but no display, keyboard, or mouse

So the computer turns on, the fans, LED’s, gpu fan all run but I get no signal to my monitors or from anything I plug into the usb’s.

I’ve tried different-
motherboard
psu
ram
hard drive
new cables
resetting CMOS battery

the gpu is brand new (3 month old 3070)
at this point I’m out of options. Any suggestions?
