Computer turns on immediately after a shutdown

Since I built my PC a week or so ago, it has been turning on after every shutdown I try to perform. The only way I can get it to shut dwn is to hold the power button to force a shutdown. I have tried disabling letting my mouse and keyboard wake the system, I have tried powercfg, I have tried disabling ability to wake on my internet adapters, I have tried fast startup, I have tried literally everything I could find on the internet. Can someone give me a new idea?

Windows 10
Intel i5-6500 3.2 GHz
NVidia GeForce GTX 1060 3GB
Corsair Vengeance LPX 16GB (dual-channel)
Gigabyte H110M-A
Samsung 750 EVO 500GB

There's no reviews on that unit, but I'd say it's tier three at best, because that's where we see a 500W Andyson made PSU.
And what happens when you press the restart button on your case? Does that cut power or not?
