Computer Turns on then off in a cycle. Tried all day to fix.

My computer Build:
Corsair C400 Case
EVGA 650W GW PSU
Z97X-Gaming 5 1150 Motherboard
i7-4770 CPU
Stock cpu cooler
Corsair 1600Mhz 4x4gb ddr3 Ram
250gb 840 ssd

I'm thinking it has something to do with the motherboard or the CPU because I've tested the PSU, Ram, SSD, in an older build and they all worked. I tried putting the Mobo and Cpu in my older NZXT s340 case and got the same problem.

So from all the testing I assume it's my mobo or cpu? I currently didn't have another mobo or cpu to test.

The only problem is either my mobo or cpu.

did you try booting it with the basics only?

all hard drives removed, 1 ram stick in the correct slot as listed in motherboard manual? reset the CMOS and see if it will go directly into BIOS or atleast prompt you
