So, my problem has only happened twice in ~5 months. I built my computer in November 2014. All the parts were new except my HDD and my PSU. The Power supply I bought was purchased in June 2014. Here are my specs:

AMD FX-6300 (stock no oc)
8GB G.Skill Ripjaws F3-10666CL9-4GBXL
HIS iPower R9 270 (oced but stable)
500GB Seagate HDD
60GB OCZ Agility 3
ASUS M5 A97 R2.0 Mobo (stock BIOS)
Rosewill Challenger Case
Rosewill 630w Green Series

The problem has happened twice in about ~5 months. The computer when powered on will light up, and instantly shut down. I can press any buttons on my PC and nothing happens. My Razer mouse LED still has power. I can unplug the PC from the wall and plug it back in and nothing happens. However, I can switch the PSU switch off/on and it powers up like nothing happened.
OCCT and Prime95 report no errors for hours on end. I can play all my games just fine with no reboots/crashes at all. What is causing this? I'm hoping it's the PSU because it's the cheapest component.

tl;dr computer won't turn on even if I unplug it or press any keys till I switch PSU off/on, and the mouse LED still lights up even when their is no boot.

edit: I had to at least add another bold in there. 😛

If you think this is a PSU problem, link me to a nice PSU that isn't a Rosewill for any price point capable of running my computer.

Nope, like I said. This is the second time this has happened in about ~5 months. I powers on, then instantly turns off. The USB mouse still has LED power and I can unplug and plug back in, and nothing happens. However, I flip the switch on the PSU off/on then it boots up like nothing happened. I'm actually on it right now, and it booted up just fine with the regular button.

That is most likely your power supply then.

You have literally made my weekend sir. I'll be purchasing the Corsair Monday. Can I still use my PC since it's working fine right now? Or should I stay off it? Thank you by the way. I appreciate all the help.

You can still be on the PC, but its not very good for the hard drive when it randomly shuts off. Your welcome! :)
