Computer Under performing?

I have a laptop (i7 4700mQ, gt 740m) and I have recently been struggling to run some very non-demanding games (csgo mainly). My laptop used to be able to run CS smoothy, never dropping below 60 fps but recently it barely ever reaches 60 fps. I reset my computer about a month ago because it was running slowly, but still I am struggling to run games. Is it a problem with my computer or is it just because it is kinda old (bit over 2 years)? Edit: forgot to mention that all the graphics settings are on low

What temps are you getting? Is it thermal throttling?
