Computer unusable after latest update

For whatever reason after this last Auto update of windows 10 my computer is unusable. It freezes up, the pop-up for when it asks for administrator permissions doesn't show up, the screen just dims and the pop-up never shows so I'm unable to make any changes. System restores fail. So I'm down to basically wiping my hard drive. I still have the cd for Windows 8.1 but when I put that into my cd-rw drive it asks for administrator permission of coarse. I have gone into my bios and set it to boot off of the cd rom first but it doesn't do that it just loads up normally like every other time. At this point I don't care about losing what's on my hard drive. Most of it is backed up to my external hard drive anyways. And of coarse none of the windows scans show anything is wrong. When I hit ctrl, alt, delete all I get is a blank screen. So I'm unable to do anything from there. If I open my control panel and right click my hard drive it shows the option to format it. But when I try to do so it comes up with a message saying you cannot format this volume it contains your version of Windows and could cause your computer to stop working. So this is very frustrating. I'm at a loss of what to do. Do I need to scrap the hard drive and buy a new one? Is there a way to completely clean the hard drive from bios? Any help would be greatly appreciated. You can tell BIOS t boot from your DVD directly, no need for a new HDD.
Also, use win7 instead of win 8/10 if you don't want similar thing happen again.

Yes, in bios it had options 2-10 as backups for booting. I disabled all those now it is booting from the cd. Now it is saying that it is unable to reset my pc. A required drive partition is missing. I am setting up a pc for my daughters birthday on April 8th. With a new copy of Windows 7 pro 64. With a new 1 tb hard drive. Thinking it may be worth ordering another copy of Windows 7 and just using the one I was going to use on her pc when the other parts came in. But should I swap out the hard drive at the same time? The $60 for a new hard drive is a trivial matter at this point.

You shouldn't use the reset function, just erase everything and install whatever OS you like, also you don't need a new HDD anyway, because the method I mentioned is the same as a new HDD.
