Computer will not boot. Help!

My computer won't boot up.

I built it back in January, and everything was running smoothly for a few months, until in early April, my PSU stopped working. I ordered a new one, and due to some shipping troubles, I just recieved it today.

My system specs are:
Intel i3-4130
4GB DDR3 1600mHz RAM (2x2)
Intel HD 4400
320GB Samsung Spinpoint HDD (from an old PC)

I am running Ubuntu 14.04 LTS.

Anyways, I had been running that computer with an FSP Group Inc 300W PSU from an old prebuilt, and it finally died in early April. I knew it was the Power Supply because the computer worked fine when I tested it with my brother's power supply. I recieved my Corsair CX430M PSU today.

When I first installed it, everything seemed to go smoothly. I cable managed everything, and it looked great. Then, when I tried to boot it, it gave me a kernel error and wouldn't boot. So I shut down the system and booted again. This time, I booted fine, and I logged into my PC. Shortly after I opened Chrome, I began to get static all over my screen then the computer randomly shut off. This happened multiple times in a row.

Then I opened up the PC and made sure everything was plugged in correctly, and powered on again. However, this time, the CPU fan would start, stop, etc. This also happened repetitively.

Some threads online suggested this may be a Power Supply issue, so I removed the PSU from the system and did the paper clip test. The PSU worked fine.

I then re-installed the PSU and the fan had the same issue. Then I tried booting with just one of my RAM sticks and it booted fine up until the log-in screen, where the computer froze, so I had to manually shut down. I tried every possible configuration of RAM sticks and slots (I have 4 slots on my motherboard) and nothing works. So I went back to the original one stick in the first slot, and then the fan had the same issue - didn't even boot like before.

Now, when I boot the CPU fan sort of twitches twice then goes into what I assume is full speed, then slows down for about 5 seconds until it stops completely and tries the whole thing again. It cycles over and over and never boots. All I see on my screen when this happens is "American Megatrends" and something about a CMOS error. I have never seen or heard of American Megatrends in my life before. My motherboard and BIOS are Biostar.

I really don't know what to do now. PLEASE HELP!

I'm resetting my CMOS now, although I don't think it will do anything. Now when I power on, the CPU fan simply twitches once or twice, then goes into full speed, and gradually slows down then stops. It then tries again and again, all while not displaying anything onscreen. Not even a blinking white cursor in the top left.

EDIT: Reset, and same issue. I feel as if this may be a RAM problem, although I'm no expert. When I just have 1 stick of RAM in, the fan twitches then spins at full speed and gradually slows down, but with both in, it never starts.

I am unable to tonight, but I can test with my brother's PSU tomorrow to ensure that's not the problem, and maybe his RAM, too.

Now it boots but it goes into low graphics mode and I can't do anything. If I open a program the computer freezes and one time on startup I got a fatal kernel panic. This is only when I use one stick of ram. Both sticks doesn't boot. I'm gping to reinstall ubuntu When I get home.

Also how do I clean my ram?

Trying to reinstall Ubuntu, but it keeps freezing, and I have to shut down and try again. Also, my computer only boots when I have just one stick of ram in. This is true for my RAM and my brother's, although one of my sticks won't boot at all.

OK, so I can get to the BIOS and attempt to reinstall Ubuntu, or install a different OS like Zorin, but every time during OS installation, it freezes at some point, and never resumes. This is true using my PSU, my brother's PSU, my RAM, and his RAM, and every time, it only gets to BIOS if I have just one stick of RAM in. This is a motherboard problem, correct? What else could have caused SO many errors and is seemingly unfixable, and does the same thing with different PSU's and RAM. Also, I'm 99% sure the CPU or Hard Drive are causing any issues. So, should I try to return the motherboard? I got it from Newegg - will they send me a replacement or refund it?
