Computer will not power on

Hello everyone, im not sure if this is the right place to ask but here we go.

I have a Dell Studio 540 that is out of warranty and i cannot get it to power on. I have tried a new power cord, and also plugging directly into and outlet (that works fine), and nothing. I have unplugged the 24 pin connector and successfully jumped it, and the psu works fine. I bought a new power button thinking that broke somehow, i reconnected it (correctly) and it still wont power on at all. I also replaced the cr2032 battery on the board and that did nothing. Is it possible the motherboard is toast? Any help/ideas would be appreciated.

Jumping or paper clip testing a psu does not prove it is ok, it's possible for the psu to spin up but still not be able to deliver any current. It could also be a dead motherboard. You really need to start swapping by swapping the psu with a known working one

Solution
At this point it could be the psu or the mobo. Just because it powers on in a no-load situation doesn't mean its working properly, so you either need to test the dell psu on a different mobo, or try a different psu on the dell mobo. That will tell you with a little more certainty what might be wrong.
