Computer will not turn on after power outage

Apologies in advance for the impending novel. I'm not too knowledgeable about computers but I know enough to understand that mine isn't doing too well.
I'm not sure if this is related or not, but for years now I've had to shut down the computer manually after doing so through the OS. Shutting down from the OS will take me to the screen that says shutting down but the computer will remain on and that screen will stay up indefinitely, until I press the power button on the computer.
Now for the newest issue: My computer won't start up after a power outage yesterday. This is the first time I've had this problem, as it's gone through countless other outages with no issue. Today, however, when I came home from work (so it had been off for nearly 24 hours) to find it seemingly in hibernate mode, it wouldn't respond to anything I tried to wake it up. The power button was blinking amber and would not respond to me pressing it (or pressing and holding; I tried both). After turning the surge protector (which it's plugged into) off and back on again, it began to boot but then resumed what it had been doing before. There was no POST beep, basically all I heard were the fans turning on and then nothing. I have attempted this multiple times with the same result. I know the outlet isn't the issue because I'm charging my laptop from it right now.
For reference the computer is a Dell Dimension 9100 with all the original parts except for the HDDs and the graphics card, as far as I know (it was a hand-me-down).
 
It might be the gpu , have you had problems with the pc before installing a new gpu ? If yes , if you still have the old one , try to replace it
Also did you make sure you had enough wattage for your GPU ? That might also be a problem
Tell me more about your new gpu and how much watts your psu has and i'll try to help you better
