Computer/Windows slowed down after new Graphics Card.

I recently installed a new graphics card. I had a ASUS GTX 650 2gb and I upgraded to a Sapphire r9 270 Dual-x OC (Not the 270x). The installation went well and the drivers had no problems when installing. But on the third day of having the card installed my windows was performing much slower than normal (Sidenote- boot times were normal but shutdown times take longer than normal), programs such as steam and skype as well as windows explorer either stop responding or take up a minute to respond to anything I do. (e.g I'll open the start menu and click on control panel and it takes a minute to open, let alone load the window),games don't launch and
I've have searched this for the entire weekend and have found no solutions. I've tried restoring windows to a previous date (even before I installed the new graphics card), I have tried using both Norton 360 and windows defender to search for any malware or viruses and they found nothing. I re-installed the drivers, updated them and even used the on-board mobo graphics and it's still slow. It has nothing to do with overheating as it has never exceeded past 65 degrees Celsius and that was playing Planet Side 2 and it can't be any of my other components as they are less than a year old. It also can't be a conflicting driver problem as I used both a driver cleaner and sweeper to make sure I didn't miss anything when un-installing the Nvidia drivers.
My Specs are:

CPU: i3 3220
MotherBoard: ASUS P8H61-MX
GPU: r9 270 Dual-x OC
RAM: 8gb Corsair Vengeance
PSU: CX 430w Corsair
HDD: WD Black 500gb

I have no idea what the problem could be and have met a dead end with this. Thank you for any help given.
 
Solution
With reduced power to the components (assuming the PSU is overloaded), you could now have issues with files that were written to the hard drive(s). You may need to upgrade the PSU to use the card - but regardless, you may need to reinstall the OS....

Your Corsair CX430 won't handle the power requirements of the card - you should look at a 550W - 650W PSU for that card.
 


It can't be that though as even when I have taken out the graphics card and disconnected it entirely. I use the on-board graphics and windows still preforms slowly. Or I have completely killed my PSU to the point where it can barely power anything.
