My old power supply started smoking so I replaced it with the new power supply and it still won’t turn on.

Solution
Your old power supply could have friend something in your computer as well. Disconnect ram, harddrive and connect monitor to your motherboard and disconnect gpu to troubleshoot if it's caused by something else than your motherboard. If it still won't boot your motherboard might be fried.
