After installing Windows I stupidly thought it would be a good idea to enable Secure Boot and Ultra Fast Boot and now my computer is stuck in a bootloop. I've tried resetting the CMOS, booting using the integrated graphics and disconnecting the hard drive but it still won't work. Here's a video showing what's happening: https://youtu.be/JwjE-f_GM-U
The motherboard is a Gigabyte B250M-D2V paired with a G4560.

When you clear the CMOS, you have to unplug the power core from the wall power outlet first.

Also I can't read what the screen shows, only can guess the "NO Signal". And if you boot the PC without HDD, the pc will not into the window, it will just boot loop, and shows no boot device error message. Can you boot into the BIOS after clear the CMOS?

I have certainly tried every method of resetting the CMOS, so I'm sure that is done correctly. After having done some more research on this problem I found another person who had this exact same problem with a Gigabyte H270 motherboard, so it turns out it's a manufacturing issue with these Gigabyte motherboards.
