Computer won't boot after getting IRQL_NOT_LESS_OR_EQUAL Error

Hello, so I put my computer to sleep mode and then when I woke it up I tried opening File explorer and then I gave the the IRQL_NOT_LESS_OR_EQUAL error. Now when I turn the computer on it just spin the fans and turn off and then turns on and rinse and repeat. Can someone help me? I can't even get into the bios.

Computer specs

I7 6700K
Nvidia gtx 980 ti
Asus z170 Deluxe
RAM Kingston 16GB 2133Mhz
Windows 10 (Installed via USB)
Samsung evo 500 go ssd
Sea gate hybrid 2 tb drive

Solution
Remove all but one stick of RAM, unplug the system from wall power, reset the BIOS to defaults, hold in the power button for about 15 seconds, plug in system, see if it starts. If it does not start, check with another stick of RAM. If that does not help, try with only onboard video, remove the 980 card.
