Question Computer wont boot, I have all the info.

So for a while now my computer has either needed to be started multiple times to finally boot, or it just wont boot at all.
Every time, all the lights come on in the case. All of them. But it will not display anything on any screens and the keyboard and mouse dont light up.

This is a 4 year old custom build, the only thing I know isn’t the problem 100% is the PSU.
The specs are
Devils canyon i7 4790K
EVGA GTX 950ti
Asus z97 pro gamer
16gb ddr3 corsair ram

I have gotten the computer to start previously. I just moved and plugged it in, first try it started up. Had to unplug it to move to a new power strip and now it wont start. The gpu is what I believe the problem to be however when the system does actually turn on, it works perfectly fine and there are no issues whatsoever with gpu or ram etc. What is my computer doing?

I will be monitoring this thread as close as humanly possible the rest of today, I am completely free so please throw whatever you can at me.

Ill answer some FAQ’s I see on other threads since Im bored.

No I dont have another build to test anything in.

Everything lights up, all fans working.

VGA_LED is on but GPU is clearly getting power from motherboard.

The two 8 pin PCI-E cables are connected securely.
