Computer Wont Boot

I believe my psu has died since i am unable to boot my pc, the lights around the power buttons flash and the cpu fan begins to spin for a moment. i believe getting a new psu will fix this but since i dont have a spare compatible one i wanted to ask for others opinions before i go buy one to test.
 
unplug the power supply from the case and jumper the green wire to the black wire on the 24 pin cable with the unit off.then turn the unit on by the power switch. if the unit is ok or trys to work the fan in the power supply shpuld spin if not you have a dead unit. also before you buy one check to see if the old one under warranty.
 
the old one is five years old, which leads be to believe it died rather than a mobo issue. and by jumper do you recommend using a wire or cable to cable. so from what i have said you came to a dead psu like i have?
