Computer wont post and is in reboot loop (troubleshooting steps included)

Computer will not post and is stuck in endless reboot loop

CPU 8700k overclocked to 4.8
Motherboard Arorus Gaming 7 Z370
RAM Coirsair RGB Pro 3200
CPU cooler H115i
Video Card 2080ti
Power Supply evga 850 gold
Hard drive samsung m.2
Operating System Windows 10

USB Keyboard and Mouse
External USB Soundcard

Computer was working fine, just got done playing resident evil and went to watch TV. Came back and keyboard and mounse LEDs were out and there was no signal to the monitor. Rebooted and the endless boot sequence happened.

Pulled everything from the motherboard
Tested Ram in another computer, checked out
Tested video card in another computer, checked out
Tested drive in another computer, checked out
Reseated CPU and Ram and Hard Drive
Boot Loop
Reset CMOS, boot loop
Codes on motherboard indicate either a ram or vga issue C1, C2, C3, C4, 22
Pulled videocard and used onboard video, same issues
CPU light and DRAM light alternate on loop

I think either the motherboard or CPU is bad, any ideas

hmmmm iif it wont go into bios its the psu.or the idle chip burned out which means u need a new mb i had this happened once the idle chip on mb shorted out thats what controles ur hd drives

There is no such thing as an idle chip. If you mean IDE Controller, this is a new system and has SATA drives, there is no IDE controller and hasn't been one in nearly 15 years.
