Computer won't restart properly

Hi,
I have an issue with one of my computers. The problem is that whenever you tell it to restart from within windows, it shuts down, and then when it attempts to boot back up, the GPU fan stops spinning and there is no signal to the display.

The specs are as follows:
CPU - AMD Athlon 64 X2 3800+ (2.0GHz 90nm Socket 939 Toledo)
GPU - AMD Radeon HD 7770
Motherboard - Abit Fatal1ty AN8
OS - WIndows 7 professional
PSU - Corsair CX430
RAM - 4GB DDR400

The power supply and GPU have both been used with a different PC and worked fine, and this issue was also present before the CPU was installed (Got the PC with a single core A64 3000+).
So far I'm leaning towards a motherboard issue, but if anyone could help with this, it would be greatly appreciated!

Sounds like the BIOS is causing it all...
1. Reset it with the battery off for 5 to 10 minutes and while waiting, disconnect the AC power cord and press the start button for a full minute. This should clear corrupted or infected BIOS settings.
2. Try setting the BIOS to the failproof defaults, and later if necessary to the Optimal defaults.
3. Try updating the BIOS and even if you don't find a more recent update than the version installed, reinstall the same version to refresh the software in case it's corrupted.
