Computer won't show bios/splash screen

Hello guys I have a gigabyte ga 970 motherboard, zotac 1060 amp! edition graphics card, a amd fx 6300 black edition and when I start up my pc the splash screen for my computer won't show up anymore. It used to then it just stopped, I took out my cmos battery and put it back in and it didn't work either. The only time my computer will show the splash screen is if my computer freezes and it freezes randomly to where everything just stops and is just completely still. So I have to force restart my computer and when I do that my splash screen pops up and after that it doesn't show up again. Please help.

do you have a speaker connected to the orange part of the front panel connector on the motherboard? are you getting any beeps?

Canned Grounding Rant-
shut down system and remove side panel. with the power cable plugged into the PSU touch a bare unpainted metal area of the case. (my favorite spot is an unpainted screw securing the PSU) once you have grounded yourself you can unplug the computers power cable from the PSU and can touch the system.
if you move your feet, or shuffle in your chair, plug in the cord, reground yourself and unplug again.

if your case does not have a speaker you can configure a temporary unit with scrap parts if you have them.

The diagnostic speaker is the motherboards main diag feedback device.
the motherboard may be telling you where the problem is.

I use lamp wire but any stranded wire will do. literally any stranded wires. strip one end like so

attach the stripped end into the speaker spring clips on the speaker.
the other end of the wire should be trimmed like so the semi strip

by doing a semi strip the wire case is now the socket.
plug one wire to the first pin, and the second onto the fourth pin.
power on the system and listen for beeps

while grounded it may be time to remove the ram sticks and re-insert them. the GPU may need to be removed and re-secured as well. while parts are removed look for any signs of damage, scorching, fans that do not spin, now would be the time to clean any fans too.

I have a speaker in my pc all it does is beep once when it starts up and that's it and that's a normal beep to. I just bought new ram could that be the problem? I got two 4gb ballistix sport ddr3 and two viper 4gbs of ram all with the same clock speeds, all very similar.
