Computer won't shut down completely?

OK, here's my problem, I have a budget custom built core 2 duo machine and it won't shut down completely. When I go to the start screen in Windows 10 and select "Shut down", Windows shuts down, but the computer and fans stay running, I have to manually turn it off with the power button after Windows shuts down. Here are the specs if it's useful

mobo: MSI MS-7267 ver 4.2
CPU: Intel core 2 duo e8400
GPU: EVGA GeForce GT 730
RAM: 4 GB DDR2
HDD: WD blue 320 GB SATA
OS: Windows 10 64 bit

What power supply?

It's a bestec 300 watt taken from an old non-working emachines, ive tried a 350 watt PSU, 288 watt, and another 300 watt, but the computer still keeps running.
