Computer won't start. No beeps, monitor says power save.

I bought a new CPU and Motherboard today and put them together. I'm assuming I plugged the wires properly. So far no beeps when i start the computer but the fans are working and the LED lights light up. The monitor says "power saving" everytime I start it up. I have windows 7 32 bit installed on my hard drive and was planning to format it into windows 7 64 bit but I can't when my computer won't even start.
Can you guys please help me out?

My build is:
ASUS M4A88T-V EVO/USB3
AMD Phenom II X4 965
Cooler Master 700w
1 x 4gb memory ram stick.

 
One of these cards may help diagnose the problem. They are cheap, and may be the only way to diagnose it.

Okay, No luck yet.
I'm beginning to suspect it's just the BIOS or a bad memory slot. All it comes down to is the motherboard. Found someone with a similar problem. But unlike his case I can't update my BIOS since this is my first time building a AM3 motherboard.
Any input on this would be of help.

PSU should be working properly because I'm currently using the PSU. It is a Cooler Master 725w. Well the Red LED is the DRAM LED which turns on when there is a problem with the memory.
 
Just because the hardware is new, doesn't mean it's not faulty. A few weeks ago one of my coworkers was assembling a build, and bent the CPU pins, and it would only recognize 2 of the RAM slots. The RAM was fine. The motherboard would be my first suspect on a short list.
 


If you have a few extra bucks you can probably find one of those Main Board Diagnostic Cards at any computer hardware and accessories store. Seems more quick and convenient than RMAing the motherboard.

Thanks for those who replied and helped me. I sent the Motherboard to the shop I originally bought it from. They found two problems in the motherboard. One is a exposed bronze wire poking out of the RAM slot. The second one was a physical damage below the I/O shield, which might make ASUS not send a replacement because of that one damage. Chances are I do hope they overlook it and send a replacement. The shop also didn't charge anything, including shipping. So I'm set and I have to wait 1 or 4 weeks for a new replacement.

Sorry for the delay in response. Been working like a mad-man and breaking in my new laptop.

Good to hear that the issue was discovered (exposed wire on the mainboard). If ASUS (ASUSTek) pitches a fit stating that you were responsible fight to speak to a manager and explain to them that you see the exposed wire on the motherboard as a manufacturing issue, and if they choose to not replace it, you will have to spread word on all available channels that they were not willing to fix it.

This tactic usually gets them backed into a corner and they will do anything they can to get out.
