Computer won't start

I installed a new power supply, a new radeon HD 7870, and a new AMD FX-8320 today. This was my first time working in my computer so I'm new to this. I had planned to put in a liquid cooling system too but the mount for my current fan is a circle so it isn't compatible with any other fans i've seen so far. I ordered a new mount and also some thermal paste, because the new processor didn't come with any. I tried to run everything excluding the liquid cooling system and my computer will turn on, but the fan will run faster than i've ever heard it go and nothing happens. My questions to you are as follows:

Do I need to install my GPU and then my CPU or can I install them together?

When installing my new cooling system, it has two fans but there is only one pin for a CPU fan, do I need to get a splitter or am I overlooking something on my motherboard?

I also might have missed plugging something in to my power supply but I'm 99% sure that everything is wired correctly. Sloppily, but correctly.

I posted this in CPUs because I suspect it might be something wrong with my processor, I just don't know what. All help is appreciated; I hope you all have had a merry christmas!

I read that it might need a BIOS in other posts, I also read about resetting my GPU and possibly my power supply.
I am running on a gigabyte GA-990XA-UD3 motherboard. I plan to take everything out and reset it and if you deem it necessary to get a BIOS update then I'll put in my old CPU and update it.

If rev 1.x (check the bottom left corner), then the CPU requires the F13 BIOS version.

I forgot to add that there is a beep when I turn it on and I read that it is related to memory not being set right. I'm going to reset the GPU and RAM tomorrow and update my BIOS too. I still need to know what to do with my liquid cooling; I don't know where to plug the two fans into. There is a system fan pin but I don't know if I should plug it in there, I feel like it should be plugged into the CPU fan pin along with the other fan but I don't know how to achieve that. I guess you haven't updated the BIOS, so depending on the board's manufacture date (first four digits after SN - year, week in the board's S/N), the version might not support the CPU.
As for the fans, you can connect one to the CPU fan header and the other to one of the system headers.
If both fans don't go over 1A, you can also use a splitter.

I'm led to believe that my old CPU is dead. I reset my GPU and my RAM and fixed both of those but my computer just won't start. My old CPU was left around in the open by my stupid self and I think my mom dropped it at some point :I I'm asking a few friends to see if they had a processor with the same BIOS as mine and see if they would let me borrow their CPU to update my BIOS. Would getting a new motherboard fix the BIOS problem, because i'm not worried about rebuilding this computer, I would be able to wire it more properly.

Check the CPU pins. See if all of them are OK.

Can I flash the motherboard with a usb or a cd with the new BIOS?

Not without a supported CPU.

Try straightening them carefully. Use a card or an exacto knife.

I still can't get it running, we tried putting the old GPU back in to see if that was the problem and it still didn't run.

An option would be taking the components to a local shop. If not too expensive they can help with flashing the BIOS and installing the CPU.
