Computer wont turn on

I had my motherboard crap out a few weeks ago. Asus P4C 800E deluxe. The light on the board wouldnt turn on so I sent it back to Asus and they sent me a new one. I rebuilt my computer and tried to start it up. The light now turns on on the motherboard but I get no response from my computer. It wont turn on at all. Does anyone have any ideas on how to fix this?
 
It could be a myriad of factors...provide as much info as you can about your system specs, and OS.

I have a P4 and a Asus P4C 800E Delux mobo, gib of OCZ RAM, 9600 pro vid card, 2x WD 80gb hds

No fans turn on at all. Nothing moves.
 
It could be a grounding issue, but if that were the case I wouldnt expect the motherboard light to come on at all. Try dissconnecting the HDDs, CD drives, remove all PCI cards and then start it up. The idea is to eliminate all possible sources of the problem.

Oh and it cant hurt to reset the CMOS while you at it.
