Computer's local profile issue...

I don't know if this qualifies as an IT ?? issue. But, Every time I start my computer up I receive the following message..."Windows cannot load the locally stored profile. Possible causes of this error include insufficient security rights or a corrupt local file". Then Windows logs me in (everytime) with a temporary profile. I have researched on my own but with no success in resolving this issue. When I change the desktop photo, re-arrange the icons, and even delete an icon....the changes do not remain - the computer goes back to the way it was formerly when the computer is restarted - with no changes. I am very anxious to resolve this matter - can you help?

Do this;

Start>Run>CMD> then enter chkdsk /f /r

Click Ok. You will be informed Windows will schedule this for the next re-start.

so, restart Windows.
