Incorrect, blue eyed asians are quite common, dependent upon region. Northern India, Northern China as well as Mongolia, even Japan and Korea. Blue eyes in general are rare, I believe 3% of population. Blue eyes actually have no genetic purpose, it was a mutation that occured about 15,000 years ago, which we believe we can trace to a single person, and it's actually the same mutation that causes albino's. As eye color is a function of melanin, that's why we tend to see fair skinned people as usually those who have blue eyes, however, any person of any descent can have blue eyes, in fact, there are people who have very dark skin, or who you would call "Black" or AFrican or complete African descent with blue eyes. Technically, every human being is of African descent though, humans beginning migration out of Africa about 50,000 years ago, another interesting genetic oddysey as we can trace it back to handful of people who said screw this, let's go exploring who in fact basically populated the whole world, actually there was a human bottle neck as a whole at that point, very few humans were left in Africa, and we can all trace our descent to handful of women or even a single women. Our construct of race from a genetic stand point has no meaning. Eye color is a fascinating example of this, we think of blue eyes a strictly recessive trait , but it's not at all but a function of many genes coming to pass. One of the main genes actually that play a role as mentioned also causes albinoism if a person were to get 2 copies of that particular gene.

Yes. In Mongolia there's a few regions where lots have blue eyes.
 
^ @blue eyes, furthermore, Indo-European "Caucasians" originated from Western Asia. Asia is a giant continent (technically it's Eurasia since Europe isn't a real continent), and is extremely diverse in its population.
