Computor Power Up Problems ( Loop)

Hi, i am building a new PC and i have done it before so i know how to install all of the components but i am having a problem.

I have installed all of the components and checked everything is installed properly but when i turn it on, it powers up, the lights come on but then instantly turns off again. This then loops on and off again as do the case fans. I have tried swapping the PSU and the RAM but i have had no luck so they can be crossed off the problem list, i hope this helps.

I would appreciate the help as i have been struggling to find the problem in the past couple of days. If you need the specs there they are :
CPU: i5 4570
GPU: MSI R7 250
MBO: GA-Z87M-HD3
PSU: 450W ACE
RAM: Corsair Vengeance 2 x 8GB ram
HDD: 1TB HGST

Hi, Try testing the board outside the case, to rule out a short. What CPU fan using?

I have tried taking everything out of the case and powering it up but get the same results. I have a stock cooler from intel.

Is the power supply new? Can you test different one?
Check also the CPU socket for bent pins.
Test with only CPU and CPU fan installed. See if the same restarts.

Hi, i have just checked the pins in the socket and there does appear to be a couple of pins that seem out of place. Would they be the problem ?
Also the power supply is out of my friends working gaming Pc so we know it works. Thanks for responding.

The bent pins could be the cause. Can you post a picture?
