Configuring after a format

Ok, so I just bought a new hd and I'm starting afresh. I was just about to start installing my old data when I remembered reading some internet guide to configuring your computer after a format. I think I read the guide over a year ago. Also, I feel like it was more specifically "how to configure your computer for games after a format," or something of that ilk. I have the impression that the site where I found the guide had others on how to configure your computer for other tasks. Does this sound familiar to anyone? Naturally, I can't find it when I want to... Can anyone refer me to something similar? Any help is appreciated!
 
1. Format
2. Install windows
3. Install chipset drivers from motherboard CD
4. Install device drivers from motherboard CD (such as sound and NIC)
5. Instal video card drivers from video card CD
6. Get the windows updates from the MS "Windows Update" site.

I'm famliar with this process, but the site in question told you to configure settings a certain way and to download certain programs to optimize performance... (I believe it did anyway). I think it was some kind of tweak site.
 
You might be thinking of one of the "Radified Guides" or something from the "Black Viper". Google around with those names, see if that's it.
