I'm thinking of buying this PSU but I'm confused over why it says 850w but the "true psu" is 450w.

Here is my parts list.

I'm not even sure if I need 750w or 850w. (Somebody says you should try to get a PSU 200-300 watts more than system standard.

It means the 12VHPWR harness/cable can deliver 450W through that single connector to your GPU that requires a 12VHPWR input. The entire unit is still the same.

450w is about the 12VHPWR cable. The GF3 850w comes with a 450w 12VHPWR cable for nVIidia GPUs. Since a 7900GRE do not use a 12VHPWR connectore you have nothing to do with it.

About the RAM in your list: get RAM with AMD EXPO profiles.

I'll look into the EXPO.

As for the PSU, you are saying this will work fine for my rig? Or do I need one for AMD?
