Confusing PSU Issue

So I finally finished building my desktop, but it won't turn on. When I press my power button (or short the power connections) my PSU will click twice. I plugged in another PSU's 24 pin connector to the motherboard and it turned on fine. I'm assuming it needs to be replaced, but it's not fully dead. My motherboard has "always on" USB ports and I noticed that even though the PC won't turn on that my backlit keyboard + mice are turned on. Do I need to just get it RMA'd or is it another issue. It's a cooler master v650 btw.
 
Even if the test does work, that just shows the PSU has enough power to spin a fan. It doesn't guarantee it will run a computer. Of course make sure the CPU power and MOBO power are secure.

However...

Since you have another power supply that works to boot up the computer, and this brand new power supply doesn't, my guess is that most likely it is faulty and you'll need to RMA it.
 
I've somewhat diagnosed it. One of my PSU's SATA power cables decided it didn't want to work with my SSD. So I switched it for another cable and it works now......Seems weird though considering it booted fine without the SSD plugged in.
