wouldnt the secound link be better for gaymen because it has more ghz ? but the first link is a recent product pls help !!!!!

You can not compare processors based on GHz. The 6700k is a newer processor on the skylake architecture, the 4790k is haswell.
The 6700k is the "replacement" to the 4790k

The 6700k is better due to DDR4 memory compatibility and newer architecture. If total costs don't matter, then get the i7-6700k. Even an i5-6600k is perfectly suitable for gaming.

In this situation, yes. The newer platform and architecture does offer greater performance over the previous generation.
That is not necessarily true in every situation, but it is in this one.
