Connect new computer to private CCTV network

I want to connect a third PC to a CCTV network. No internet access so all private. We have two towers connected to a hub which feeds 4 switches which connect 14 IP cams. I connected the third tower to the main hub, it showed a connection to the network but i am unable to view the cams or other computers.
Is there a setting i must change on the new computer? Its running XP and has all settings for its previous network, i dont know if that effects it. I connected a laptop to the hub in exactly the same way which worked fine. Is there a setting i must change to allow the conputer to fully access the network?

If you don't have a DHCP server on that network you will need to change the network configuration from DHCP to static. Here is instructions on setting a static IP address.
