I have two external hard drives that I use for back up. If I get a new desktop, can I connect those to the new PC without any problems developing? Can I just plug them in, copy the files to the new PC hard drive, and then will the externals continue to back up new files created on the new PC? What do I have to do to make that happen? If I plug in the external hard drives, will they load up correctly? One is a Passport (1.5TB) and one is a My Book (2TB).

The drives won't just start backing things up automatically, you need to configure the backups the same way as you did on the other system.
There are no issues with moving the drives around to another system, that is what they are made for. Within reason of course, they have to be formatted to be used on the operating system properly but in your case that's not an issue.
